In physical therapy, also known as PT, trained professionals evaluate and treat abnormal physical function related to an injury, disability, or other health condition.
Physical therapists are trained and licensed movement experts. They can diagnose and treat a range of injuries, disabilities, and health conditions.
Physical therapists aim to improve a person’s range of movement and quality of life and prevent further injury or disability.

Occupational therapy (OT) helps individuals of all ages improve the skills needed for everyday life. Whether recovering from an injury, managing a medical condition, or adapting to physical, cognitive, or developmental challenges, occupational therapy focuses on helping people live as independently and confidently as possible.
Occupational therapists work with patients to improve fine motor skills, hand and upper extremity function, coordination, strength, memory, problem-solving, and other daily living skills. Treatment plans are tailored to each patient’s unique needs and goals, helping them participate more fully in work, school, home, and recreational activities.
Common occupational therapy services may include hand therapy, rehabilitation following injury or surgery, adaptive equipment training, cognitive rehabilitation, and assistance with activities of daily living.

On May 7, 2025, SB196 was officially implemented into law. This law amended the Physical Therapy Practice Act, officially recognizing physical therapists as primary care providers for musculoskeletal, neuromuscular, and movement-related conditions. In so doing, Utah became the first state in the country to recognize Physical Therapists as Primary Care providers.
What This Means
- Patients can now legally be seen by a Physical Therapist without a referral from a physician.
- Physical Therapists, acting as primary care providers, can now diagnose and treat musculoskeletal, neuromuscular, and movement-related conditions.
- Physical Therapists can also order radiology studies and initiate referrals to other medical providers and specialists as the patient’s needs dictate.
What This Does NOT Mean
- Physical Therapist DO NOT take the place of physicians. Often it is appropriate to be seen by a physician before starting your physical therapy treatment.
- Although most commercial insurance companies will pay for Physical Therapy without a referral, federal insurers (Medicare and Medicaid) still require a referral.
Why This Matters
- Early PT = Lower Costs: Studies consistently show that early access to physical therapy reduces overall healthcare costs by avoiding unnecessary imaging, surgeries, and opioid prescriptions.
- Prevent Escalation of Costs: Direct access to PT decreases ER visits and specialist referrals – two of the top cost drivers in healthcare today.
- Better Outcomes, Higher Satisfaction: Patients treated early by physical therapists report superior outcomes and greater satisfaction, aligning with your goals for member experience and quality metrics.
What To Do Moving Forward
- Pay attention to your body and functional impairments that are affecting your life
- Consider seeking a consult with a Physical Therapist to address any musculoskeletal, neuromuscular, or movement related conditions you may have.
- Come prepared with your insurance information so that your Physical Therapy provider can verify that your care will be covered, before starting your treatment.
- Understand that your Physical Therapist will perform a thorough evaluation and formulate a treatment plan but can still initiate diagnostic studies in radiology and specialty care as your needs dictate.
